April 2024 Meeting Minutes

Greetings, neighbors!

It was great to see a few familiar faces at the April AMLD meeting. The meeting was fairly short, but had a lot of interesting information that was shared.

1. Call to order: All directors were present at the meeting.

2. Citizen Communication

  • A resident shared that she has noticed children in Millrun Park climb over the fence to the dog park to drink water from the hose. She asked if AMLD would consider adding a water fountain to the park. She said the children have damaged the fence to the dog park and that she has tried to fix it. The board said that they could look into adding a water fountain, but would have to look into where things were piped.

  • I shared that I read the Strategic Partnership Agreement between the City of Austin and AMLD.  I noticed something about the agreement with the City in regards to pool fees that I wanted to bring to their attention. I read Section 5.03 Amenities B. exactly as it is written. 

Section 5.03 Amenities.

a. All Amenities described in Exhibit D shall be available for the benefit, use and enjoyment of all of the residents of the Anderson Mill Limited District and all City residents.

b. The Parties agree that if the Limited District assesses fees and charges for the use of the Amenities by the residents of the Limited District the Limited District may also assess the residents of the City not residing in the Limited District for the use of those Amenities.

Residents of the City who do not reside in the Limited District may not be assessed for the use of these Amenities if the residents of the Limited District are not assessed for the use of the Amenities. However, residents of the City who do not reside in the Limited District may be charged no more than the City summer pass rate for use of the Limited District's swimming pools. The Limited District may set a daily rate fee for use of the Limited District's pools at a uniform level for all residents of the City, including residents of the Limited District.

I shared that I read the following two agreements that were signed after this initial agreement. I could not find a change in either of the two agreements about pool fees. I said I think we need to have three categories when creating our pool fees structure β€” AMLD Residents, City of Austin Residents and Non-Residents. The board was fairly confident that they had run the fees by the City and AMLD was charging the correct amount. Director Ottenbacher shared that it’s because we have year round pools and the City is making a reference to the summer pass.

 I pointed out that the same document notes that we had pools that were open year round. Please see Section 5.03 A that refers to Exhibit D.

Anderson Mill Municipal Utility District Amenities

Parks -Approximately 60 acres of parks and greenbelts, including following features and improvements:

Seven developed parks and playgrounds

Two junior Olympic size swimming pools and bathhouses for year round use with heating in the winter

Fitness center at El Salido Pool

Eight tennis courts

One racquetball court

Three sand volleyball courts

One softball field

One basketball court

One multi-purpose court

Seven practice soccer fields

Three picnic pavilions

Nearly six miles of hike and bike trails

Community Center with kitchen facility ~ available for personal use of residents and neighborhood groups. Also serves as Administration Building for the District.

I suggested that the next time the agreement is signed between AMLD and the City of Austin, they make a change to Section 5.03 B. Here is the link to the AMLD website for you to view the full contracts.Agreement with City and AMLD

  • A resident also asked if AMLD could paint the water towers. The board shared that one of the towers will be demolished. The other tower is owned by the City of Austin. The board suggested she call 311 to request the tower be painted. She said she has made a request on 311 and has not gotten any feedback. Director Ottenbacher said she could also reach out to her City Council representative.

3. Discuss and take appropriate action on Safe Routes to School request

A Safe Routes in Schools representative asked permission to build a sidewalk on AMLD property. Currently, that area has a crushed granite path. Safe Routes will fund the sidewalk construction. 

The board approved this project. Director Ottenbacher asked if they could repurpose the crushed granite. Greg Williams was going to inquire.

4. Reports

  • Board Officers

Director Chaney thanked AMNA for the Gardening Class and April Newsletter. He also shared that the Action Committee will meet again to discuss the Phase 2 Housing Plan. The Park Committee will also meet to discuss AMLD parks.

Director Watford shared that she is still working on hosting the safety meeting at the end of May or early June. She is still working on ironing out the schedule with APD and AMLD. 

Director Ottenbacher shared about how the City sent four different trucks to fix a sewage pipe problem on her street.

  • Committees

Director Watford said the Event Committee will meet to discuss how the AMLD events went for Q1 and plan for Q2.

  • District Manager

-Greg Williams has reviewed the contract with Urban Dirt for mulching the beds. They are contracted to do so twice a year.

-He said the ballot checks for the May election with Travis and Williamson counties are complete. 

-AMLD is still getting a lot of dog off leash complaints. There are extra signs posted in the areas where this is a problem.

-Summer Camp is 99% full. They are currently hiring camp counselors.

-The maintenance team is working on prepping for the summer.

D. Legal

-Zach Evans requested they go into executive session to discuss his items. Director Ottenbacher moved his agenda items to the end of the meeting.

-Thirty-six letters will be sent out this month. There are three homes that are receiving their third letter.

 G.Cash Disbursements

H. Tax Report

-100% of taxes have been collected in Travis County and 96% in WILCO.

I. Investment Report

-AMLD earned $20K a month and $91K over the year.

J. Approval of Minutes

-Director Chaney asked for one change, to have his name spelled correctly. The board approved the minutes.

5. Director requests for agenda items

-Director Watford asked that they discuss adding water fountains to the parks.

-Director Hermesmeyer asked that we confirm that AMLD is in compliance with the City of Austin agreement.

6. Set date and time of the next meeting

-Director Ottenbacher discussed wanting to move the meeting to May 8, so they had time to review the election results. The Board has from May 7-15 to confirm the election results with both counties. The board decided to keep May 9 as the original date.They might need to change it based on the election results or add an additional May meeting.

-They went into executive session.

-They adjourned the meeting with no new actions being decided.

May AMLD election

The election for AMLD Place 2 is going to be held on May 4. Early voting will take place in Williamson and Travis counties on April 22-27 and April 29-April 30.
